Public comment open from August 27 through October 1

The Summer 2025 public comment cycle opened August 27 and closes October 1, 2025. The Organ Procurement and Transplantation Network (OPTN) is offering six proposals for review.
Comments and replies will be published on the OPTN website to promote transparency and trust in the national transplant system.
We encourage patients, transplant candidates and recipients, caregivers, living donors, donor families, and donation and transplant professionals to learn more about the items and provide their valuable feedback to help shape U.S. organ transplant policy. Feedback will be accepted until 11:59pm EST on October 1, 2025.
Proposals available for public comment include:
- Establish a Comprehensive Multi-Organ Allocation Policy 2025
- Require Patient Notification for Waitlist Status Changes
- Update and Improve Efficiency in Living Donor Data Collection
- Require West Nile Virus Seasonal Testing for All Donors
- Histocompatibility HLA Table Update 2025
- Modify Guidance for Pediatric Heart Exception Requests to Address Temporary Mechanical Circulatory Support Equipment Shortage
Educational resources, including presentations, are available to help the public learn more about the items.
All comments are reviewed by the sponsoring committee before finalizing proposals and also considered by the OPTN Board of Directors before voting on the proposal. Learn more about the policy development process here.
